When cancelling the meeting the amil client would handle the sending of the cancellation email. If the email is not reaching the attendees mailbox and spam/junk were already checked, perhaps Exchange Online could be checked by admins to determine if there was any failures attempting to send the cancellation and new meeting. If there is no issues found then I would suggest opening a Quest Support case to have an engineer review.
