E-Mail alert for Group membership Changes

Create manually ARS 7.x Workflow module (ARS MMC | Configuration | Policies | Workflows) It is OOB. No scripting needed.

I have tried to implement the settings unfortunately i am failed to do it. Please explain me the steps in detailed way. 

Are the groups changed via ARS or via native tools? If it's native tools a workflow will probable not work as change isn't triggered through ARS.

You also might want to show the settings you say you have tried to maybe find the culprit.

AD group membership task done via ARS console. we do not use AD native console. we are using latest version of  ARS.

My aim want that " Automatically E-mail alert needs to triggered for primary and secondary owner of the AD group." 

You need to setup a "change workflow" to have Active Roles react to the change (assuming it was made through Active Roles UI or via a script communicating through Active Roles)
