prevent launching of workflow approval

Hi all,

I have to perform a bulk initial import into the table PersonWantsOrg, it concerns users who already have access to a product we just integrated in D1IM.

is there any possibility to prevent launching the workflow approval in this kind of situation (is it related to the workflow policy)?
