Error in application - PM 5.8

Hi all, after installing the password manager and configuring the PMadmin we are unable to access PMuser even locally.

I follow the KB link below and check on all permission access it seems good. I went to OS event logs but i don't see any error.

Error Message: Error in application. System error occurred. For more information, view the event log.

Version: Password Manger 5.8

OS: Windows 2016
