To isolate the issue, I suggest that you uninstall either Organizer or License Check, then confirm if the issue persists. If not, please refer to the link below for instructions on how to reinstall it:

Note: Connections will appear as read-only and no content will be migrated if neither Organizer nor License Check is installed on the target environment.
