Process workstations locally or offline

Hi all, 

Can someone help me with the question on how to process Workstations locally or offline? (Because of WAN connection speed, ... etc.). 

I see some knowledge base articles in regard to package a processing task (.msi file), but I cannot find the way to do this as it is described? Isn't that possible anymore? (https://support.quest.com/migration-manager-for-ad/kb/15862/how-to-process-resources-locally-on-a-workstation-or-server) 

Shall i just use vmover and an .ini file?
