We have Change Auditor 6.9 version was deployed on 2008R2 now we to upgrade to CA 7 on 2016 operating system.
After that DB resides in SQL 2012 it needs to moved SQL 2016.
Please let me know the technical steps for doing it.

I would recommend try to find a supported way to do it in CA PDF manuals, KB, and maybe ask Professional Services to plan upgrade.
In brief I would do the following steps. Split tasks.
Step1) Upgrade CA in full:Coordinators, Agents, SQL01\CA db
Step2) Move db to SQL02 from SQL01. Redirect all coordinators to SQL02\db + AD\svc.ca.sqlaccess credentials (Coordinators Tray Icon | Properties (or About))
The steps are independent and can be done in any order.
