To set these options you can try using the Group Policy Template and the ADMX template file called startmenu.admx. I normally use the information on this site https://admx.help/?Category=Windows_10_2016&Policy=Microsoft.Policies.StartMenu::PowerButtonAction as a reference.
You will need to download the Microsoft templates from this site https://www.microsoft.com/en-us/download/details.aspx?id=102157 install the package, import the startmenu.admx to the DA Manager, set the options you need, and test with one machine.
