I want to set the Start Menu and user's Taskbar to the company standard at logon? Am using Desktop Authority latest version 11.? and Windows Enterprise.

To set these options you can try using the Group Policy Template and the ADMX template file called startmenu.admx. I normally use the information on this site https://admx.help/?Category=Windows_10_2016&Policy=Microsoft.Policies.StartMenu::PowerButtonAction as a reference.
You will need to download the Microsoft templates from this site https://www.microsoft.com/en-us/download/details.aspx?id=102157 install the package, import the startmenu.admx to the DA Manager, set the options you need, and test with one machine.
