Is there a set of ER "bonus reports" available for downloading somewhere?

I have a vague memory of someone from Quest sending me a file or download link which added a bunch of additional reports to Enterprise Reporter. They will built by Quest (I think). Anything like that still available? Or is everything that comes with the product is whats available?

Secondly, is there a community of reports that other users build around here that you can share, upload and download?

There is a custom report forum that you would be able to browse through to see if there was a custom report created for someone that would work for your version- https://www.quest.com/community/enterprise-reporter/m/custom-reports . This may be what you are referring to.
