Why is "Only copy quick launch" disabled?

We have custom Global Nav and don't care about that but do need Structural local nav. This setting seems perfect. Why is it disabled. See attachment. We are migrating from/to publishing sites.

Hi Doug,

When the source connection uses an OM, MEWS, or DB adapter and the target connection uses a CSOM adapter, the Quick Launch and Top Navigation Bar options are both migrated, and their related radio buttons on the Site Options tab are disabled.
