how to ensure that permissions are correctly imported from source when using copy method in content matrix.

I am working on a SharePoint migration form version 2010 to 2016 using content matrix by copy from source and paste site in destination method. Site permissions do not copy across as expected.

the link goes to sales force. I guess pre Quest acquisition does anyone have somewhere to point me. I am having issues with users and groups
