Is there a way using Metalogix tool to change the field type during migration from metadata to choice and include the metadata values into choices?

Content Matrix cannot convert field types from one type to another during a migration, with the exception of converting source fields to managed metadata. You could, however, create a new choice column on the target list and then map your source column to the target column. This will only work when your source column is a TEXT type. If the source field is managed metadata the field value will be a "Label|GUID" pair.
