Please perform the steps below to troubleshoot the issue:
1. Make sure the migration account is a site collection administrator or has Full Control permissions in the WAP User Policy at both the source and destination environments.
2. Check the export and import log files located in the configured temporary location (such as the screenshot below) for any error message.
3. If possible, use the ControlPoint service account to perform the copy operation.
4. To further isolate the issue, use stsadm to copy the list.
