Upgrade to 4.15.23.0 fails with SQL error

Upgraded from version 4.12.76.0 to 4.15.23.0 failed, installs fine, launch client and I get

Log shows

Rolling back transaction and re-throwing. Message = Implicit conversion from data type datetime to bit is not allowed. Use the CONVERT function to run this query.
Stack Trace = System.Data.SqlClient.SqlException (0x80131904): Implicit conversion from data type datetime to bit is not allowed

Logged ticket with Quest to fix this, yet they have been no help at all. Asked to do repair which I have done several times and I get the same error. please help
