How do I migrate from a site to a collection?

I have a site within a collection that I want to migrate to SharePoint Online but not to be within a collection but to become a collection itself.

Hi Bruce,

Please make sure that you are using an Office 365 Tenant connection when promoting a site into a site collection. For additional information, please refer to the link below:
