How do I migrate from a site to a collection?

I have a site within a collection that I want to migrate to SharePoint Online but not to be within a collection but to become a collection itself.​

  • Okay, now it appears there wasn’t authority to delete the existing collection from a past run that ended up empty. Now I get the following which tells me nothing. Exception: An error occurred during the operation of a service method: The remote server returned an error: (429). Bruce
