Cannot start Microsoft Outlook after workstation migration

Users populated into target forest/domain with QMMAD. Target users are synced to Azure with AADC and mail-enabled online only. Source, on-prem mailbox data is synced to O365 using BitTitan. After mail is migrated, user then begins to use their target account to access O365 successfully using Outlook 2016.

Next, comes the workstation migration; we process the systems with RUM and move them to the target. We make sure that the users are logged off of their systems for the workstation migrations. The users then log into the target on the system that is now joined to the target. When they launch Outlook, they get "Cannot start Microsoft Outlook. Cannot open the Outlook window. Before you can use this Outlook data file (.ost), you must connect to Microsoft Exchange with the current profile and synchronize our folders at least once."

I've seen where processing the registry post-reboot is supposed to fix this, but it didn't for us. Is there another known fix for this issue?

    Sorry for missing this. The simplest method for this is to change your process. Change from resource process, move and reboot to resource process, move, reboot, resource process "Profiles" only. Outlook rewrite the profile in the registry security and when you launch it, a new profile is created but it is fubar'ed The above process should avoid this pitfall.
