Error 0x8070005 cannot install AePagent. cannot start service. Access is denied (source=AePwd.PwdInstEx.1)

Hi guys, we had tried migrating AD account from source to target, with copy password option ticked, but these process seems to fail with the following error:

Error 0xe1000051. Cannot compare password hashes, source user : "testuser01", target user:"testuser01"

Error 0x8070005 cannot install AePagent. cannot start service. Access is denied (source=AePwd.PwdInstEx.1)

From source domain, we already disabled the AV, and disable Windows Firewall. But the issue still occur. 

Appreciate any idea to troubleshoot further on this

    Error 0x80070005, Access denied, The requested action requires elevated privileges. KMS or MAK are different types of keys used for Volume Activation in Windows 10. While it should work out of the box but because they are supposed to be run with elevated command prompt, but if they are run without proper permission, there will be access denied errors.
