Can an administrator use ODM to migrate data from an expired (expired, invalid) account?
(Administrator assumes that subscription is valid)
The Microsoft site states that administrators can access the data for 90 days after being disabled.

On Demand Migration (ODM) does require that an account has a be valid and have valid Office 365 licenses for any data type that needs to be migrated. Although an administrator may be able to login to the source tenant and view the data, ODM depends on APIs and access that require licenses for migration purposes.

Correct, On Demand Migration (ODM) will be unable the users in your example until they have valid Microsoft 365 licenses in the source tenant.
