Microsoft introduced Role Based Access Control for Applications in Exchange Online (Preview)

In short, Exchange permissions for Azure AD application are managed in Exchange - not in Azure AD
As I understand, using model it is not required to grant Global Admin consent to the application.
This would be a game changer since GA consent is always a deal breaker for any acquisition/divestment for large companies.
Can ODME function using this new permission model ?
