Someone removed a file from shared and would like it removed from Backups. I am wondering if there is a way to remove a file or directory from backups without creating a new base and deleting old base and all trails?

Unfortunately there is not. There is no way to selectively remove files from backup. You don't have to take a new base, but you do have to do a delete range of all RPs prior to the time when they deleted the file. That will essentially generate a rollup that will bring the base and all incrementals up to the time after the file was removed. So it will no longer be in the backup.
