Created dev case: STAT-158 Business Rule for CSR object activity

Auto send an object unlock email to CSR owner if object(s) in a CSR are manually unlocked

It would be valuable if just as an email can be sent when object reservations are converted to locks an email is could be sent when object locks are manually released. This functionality would ensure that the CSR owner / developer is made aware that the lock(s) have been released. This is especially valuable information when the unlock is performed by an administrator or peer-developer in the event of a critical migration or a conflict in CSR migration order.
