Control who can create Final Archive Sets and when

It would be helpful if there were some way to control who can create Final Archive Sets and when they can be created.

I recommend the following:

• Add a Security Right for "Create Final Archive Set"
• Add a Status Transfer Rule Checkbox for "Create Final Archive Set"

I think that that would do it!
