Only users and groups migrated with sidhistory from source domain to target domain in Inter-Forest migration. However, resources are still in source domain. So after migration, do I still need to Re-ACL of all source domain resources meaning append target groups in resource permission ACL and then cleanup source domain groups ACE after testing user's access?

You should always resource process (repermission) your resources, It is common to resource process to append the target objects to the ACLs before the server is moved to the target, and resource process to remove the source objects from the ACLs.
Additionally if Domain Local groups are used AND the server is a member of the source, the source local group should be processed using the Active Directory Processing Wizard to add the Target Objects to the Domain Local groups. Server local groups are handled with the Resource processing task with the ACLs.
