Global security doesn't apply at specific workflow stages - it's all or none. Developers should not be able to edit/delete Archive Set once the workflow progresses from Development stage to other stages.
Developers should also not be able to edit/delete specific Archive Sets which have been migrated to UAT/Test envs (or which existed before moving out of Development) even if the workflow is sent back to ReDevelopment. They can however add new Archive Sets.
As this is a critical requirement after months of implementation the project was put on hold.
