Enhance object/archive management so objects in an archive set that have been migrated to production cannot be removed from archive set or change request.

 An existing Stat customer suggested we enhance object/archive management so objects in an archive set that have been migrated to production cannot be removed from archive set or change request.  This would ensure better version control as well as object archives of all production migrations.

    Traditionally when an archive set is migrated, we do not allow object delete within the archive set. The big hole was when objects are removed from the CSR, they are also removed from the Base and all Interim archive sets.  This is going to be fixed in the 6.0 release, which is due out soon.

    Thank you, Dennis!  Lack of this restriction has been undermining the ability for Stat to truly compare to traditional version control systems.  I hope it can be incorporated into a release in the near future!
